Korea, reactions before location information reform bill
On the 6th, Myung Gwang Park, a parliament member of Uri Party (Party for Middle and Working Class) held a debate on location information policy reform bill. The expert panels in the debate expressed negativism toward disallowing and excluding Police department from power to attain victim's location information in the event of emergency.

With Current law, the emergency rescue response can be dispatched in two scenarios. The 119 (Korean equivalent to US¡¯ 911 call) rescues are requested by either the victim itself or victim's immediate family member in case of kidnapping, traffic accident and life threatening situations.

Currently only the fire dept. and Coast Guard have given power to verify location information of the victim(s).

The debate attendee Chang-Won Pyo, a professor of administrations, Police Academy pointed out and said, "The policy department not designated for emergence response agency can be attributed for the lack of trust" and "If the Police Department was to given the rights to access location information, it could overload the workload of the department too. The oppositions from others just show their inability to trust the Police"

The Police agency also expressed disliking of current policy set by the administration on the matter. The present law disallows the police to check background information on individuals other than work related cases. Any illegal use of the information is subject to prosecution.

Seung Gong Kang, director of public safety, National Police Agency said, "Wando Island, for instance, does not have fire department at all. In the event of emergency which authority can be reached for the right location information? In case of Wando Island, the Police Dept. is all they have. Without providing the right resources and infrastructure, the administration's decision to exclude the police is a just hasty one indeed."

"The usage of information communication carries some risks but it is used to prevent and protect from the crimes. There ought to be a continued discussion and debate on this matter to reflect accordingly." said, Myung Gwang Park, a Parliament member of Uri Party.
